Leading high-profile projects across several countries, David specialises in translating policy objectives into deliverable options and action plans, taking an evidence-based approach informed by stakeholder aspirations.

At Steer, David’s project highlights include making the case for the transformation of the UK’s busiest shopping street (Oxford Street in London); driving best practices for examining the equity implications of transportation projects; and innovative data analysis that enables a more proactive approach to road safety. David has also worked on many high-profile streets in Canada, including Yonge Street in Toronto, Water Street in Vancouver and Government Street in Victoria.

TfL Streetspace judicial review: lessons for transport planners and engineers

On 20 January 2021, the High Court upheld a judicial review brought by the London taxi trade against Transport for London’s (TfL’s) Streetspace Plan and a specific scheme on Bishopsgate. This is a valuable resource, which in many city cores can comprise more than a quarter of total land area. Conversely, it is increasingly recognized how positive changes to city streets can improve quality of life for residents and visitors. Examples include the Healthy Streets approach in London, and Complete Streets in North America. A common theme is a greater emphasis on the needs of pedestrians and cyclists, as well as the quality of the urban realm.
